A 70-year-old Asian man with a 20-year history of type 2 diabetes presents to the ophthalmology clinic complaining of blurred vision in the right eye. He reports that he finds it difficult to cross busy roads, as he can’t see the whole road. His diabetic control has been poor since diagnosis and he failed to attend his annual review last year. The last recorded HbA1c was 90 and a previous retinal examination noted proliferative diabetic retinopathy which was treated with photocoagulation. Slit lamp examination reveals rubeosis iridis and gonioscopy shows that the angle is open, but intraocular pressure (IOP) is slightly elevated. What is the most likely diagnosis?
